Sichuan Xinwang Bank and Jilin Yilian Bank have received licensing to provide internet banking services in China; the two banks will bring the total number of digital only banks in China to four; Xiaomi is a leading Chinese shareholder in Sichuan Bank with a 29.5% stake and Meituan is a leading shareholder in Jilin Yilian Bank with a 28.5% stake; the other two digital banks in the Chinese market include Ant Financial's MyBank and Tencent's WeBank. New York-based ConsenSys has been elected to advise the City of Dubai on the first ever blockchain city technology effort; the initiative is led by the Smart Dubai Office and IBM, the government's strategic partner; as part of the Dubai Blockchain Strategy 2020, the city of Dubai will now require all government records and transactions to be documented using blockchain technology. South East Asia SME marketplace lender First Circle has announced new funding that will help it further develop its business in South East Asia; the firm was the first to begin lending to SMEs in South East Asia offering its loans in the Philippines; it provides loans for underserved businesses through use of a proprietary underwriting system; the firm says it will use the new investment funding to further develop its technology platform and lending business in the Philippines. The People's Bank of China (PBOC) is testing digital currency in efforts to become one of the first central banks to issue digital money; China's population has been increasingly using digital forms of payment with approximately 450 billion mobile users reported in 2016; a cryptocurrency would likely be popular among consumers and is also expected to lower transaction costs for sellers; a digital currency could also help the PBOC to more efficiently manage risks in the financial system and economy with a better way for tracking transactions; the PBOC has outlined how a digital currency would work but it has not announced a specific timeline for implementation. As of September 2016, WeChat had 768 million active users; the service is owned by Tencent; social cash sent to users through customized red packets or red envelopes has been one factor driving increased usage; WeChat has also been helping fuel a cashless society with 300 million users using WeChat Pay; expanding features and red packet promotional efforts have helped the company report an estimated value of $80 billion which is approximately half of Tencent's market cap. Though fairly young, fintech in China has really taken off the last few years as Yihan Fang, CEO of Yirendai explained in her LendIt USA 2017 keynote; when compared to other industries like insurance, fintech has shown a great deal of promise; payments have become widespread, online lending is growing steadily and new technologies like blockchain have taken off; this has allowed Yirendai to help the underbanked and create a credit data infrastructure; after a few high profile fraud cases the government has started to regulate the industry closely and the number of lenders has been consolidated; Yihan is optimistic about the future, she expects to be lending $15 billion per year by 2020 and hopes to increase the average assets under management of each high net worth investor on their platform.
